| In early 2001, the City of Miami set out to find a qualified developer to create an international destination that incorporated a super-yacht harbor on the northwest quadrant of Watson Island, consistent with the City's master plan for Watson Island. |
| The project was the subject of a competitive RFP that year, and its development was awarded to Flagstone Property Group under a long-term, 75-year ground lease. The citizens of the City of Miami ratified | the award through a public referendum in November 2001. In July 2004, the City of Miami formally approved the specifics of the development plan through its approval of the Major Use Special Permit (MUSP). |
